irc ve ban çözüm

selam icq server'ini kullanarak mirc den sohbete bağlanmak isteyince aşağıdaki gibi bir uyarı geliyor ve bağlantı yapamıyorum sanırım ip banlı diyor acaba bunu nasıl çözerim teşekkürler saygılar....
